Every state-changing event for StablR — Multisig Exploit and EURR/USDR Depeg: moderation decisions on community submissions, plus corrections and updates from the news pipeline. URL-based decisions are designed to carry three independent witnesses — the original source, an Internet Archive snapshot, and a Solana memo signed by our publicly-disclosed publisher key. Archive coverage is still being backfilled, so each decision below reports its own snapshot status rather than assuming one exists.

The company issues two stablecoins: StablR Euro (EURR), pegged 1:1 to the euro, and StablR USD (USDR), pegged 1:1 to the US dollar. Both tokens are available as ERC-20 tokens on Ethereum and as SPL tokens on Solana. In December 2024, Tether — issuer of the world's largest stablecoin by market capitalization — announced a strategic investment in StablR, also agreeing to support StablR's compliance operations through Tether's Hadron tokenization platform, which provides KYC, AML, risk management, and secondary market monitoring tooling. StablR's reserves were described as backed by cash and cash equivalents held in segregated trust accounts. EFRI, a European financial crime watchdog, alleged in a July 2025 submission to the MFSA that StablR's management and ownership raised governance concerns linked to individuals with prior connections to Payvision, an AML-implicated Dutch payment processor. The MFSA did not publicly respond to that submission prior to the May 2026 incident.","heading":"Background and Corporate Structure","severity":"medium","sources":[{"credibility":2,"name":"USDT Issuer Tether Invests in MiCA-Compliant Stablecoin Issuer StablR — CoinDesk","type":"news_article","url":"https://www.coindesk.com/business/2024/12/17/tether-invests-in-mi-ca-compliant-stablecoin-issuer-stabl-r"},{"credibility":1,"name":"Tether Invests In StablR To Promote Stablecoin Adoption In Europe — Tether.io","type":"official","url":"https://tether.io/news/tether-invests-in-stablr-to-promote-stablecoin-adoption-in-europe/"},{"credibility":2,"name":"StablR Cyber Incident: What Did the MFSA Supervise? — EFRI","type":"research","url":"https://efri.io/stablr-cyber-incident-mfsa-supervision/"}]},{"content":"On May 24, 2026, blockchain security firm Blockaid issued a community alert identifying an ongoing exploit against StablR's Ethereum minting infrastructure. The minting wallet operated under a 1-of-3 multisig configuration, meaning any single one of three authorized signers could approve minting transactions without coordination from the others. An attacker obtained the private key for multisig owner address 0xC73fD562de86d7860EE636C20813Bcb2cF4D550d. Using that compromised key, the attacker issued two ownership-modification transactions (TX 1: 0x1f8a6764f66bb5a2438dc62f89bfe52080dbca782444c3757dbf1e1ce3a11bec; TX 2: 0xde5bc3b7b80576f894fbc7e2c8fea5f8829503bae75dcf30a27725cd95a05f16), removing legitimate signers and installing three malicious addresses (0xD4677B5A8B1b97EA213Fdb876b0FcBAB3f9F6CD1, 0xbC631Daf86611f32FAA63E7EC8c9c9571F2F5BB3, and 0x482aC1a69A41e7657DE6B420B7346FB09DA09115) as the new owners. With full control of the minting wallet, the attacker then minted approximately 8.35 million USDR (contract: 0x7B43E3875440B44613DC3bC08E7763e6Da63C8f8) and approximately 4.5 million EURR (contract: 0x50753CfAf86c094925Bf976f218D043f8791e408) against zero collateral, representing approximately $13.5 million in unbacked token face value. The newly minted tokens were swapped across decentralized exchanges, generating realized proceeds of approximately $2.8 million (roughly 1,115 ETH). Because the attacker swapped into ETH rather than fiat-linked tokens, no centralized freeze mechanism was available to recover the proceeds. Security firms Blockaid and GoPlus Security both characterized the root cause as a key-management and governance failure rather than any flaw in the underlying smart contract code.","heading":"The May 2026 Multisig Exploit","severity":"critical","sources":[{"credibility":2,"name":"StablR's EURR and USDR depeg after attacker mints $13.5 million in unbacked tokens through multisig exploit — The Block","type":"news_article","url":"https://www.theblock.co/post/402429/stablrs-eurr-and-usdr-depeg-after-attacker-mints-13-5-million-in-unbacked-tokens-through-multisig-exploit"},{"credibility":2,"name":"StablR freezes USDR and EURR after attacker mints $13.5 million in unbacked tokens — CoinDesk","type":"news_article","url":"https://www.coindesk.com/markets/2026/05/26/stablr-freezes-usdr-and-eurr-after-attacker-mints-usd13-5-million-in-unbacked-tokens"},{"credibility":3,"name":"Blockaid community alert on X — @blockaid_","type":"social_media","url":"https://x.com/blockaid_/status/2058372418557595890"},{"credibility":2,"name":"StablR Stablecoin Exploit: Full Technical Analysis of the $13.5M Multisig Attack — Cryip","type":"research","url":"https://cryip.co/stablr-stablecoin-exploit-full-technical-analysis-13-5m-multisig-attack/"},{"credibility":2,"name":"GoPlus: StablR stablecoin suffers from multi-signature contract vulnerability and private key theft — WEEX","type":"research","url":"https://www.weex.com/news/detail/goplus-stablr-stablecoin-suffers-from-multi-signature-contract-vulnerability-and-private-key-theft-with-attackers-profiting-approximately-28-million-usd-kky52dbfzcm525hyh4s6e3a9"}]},{"content":"Following the attacker's decentralized exchange sell-off of the newly minted tokens, both EURR and USDR experienced significant depegging. Multiple sources report partially differing trough values as price recovered in real time, but across credible reporting: EURR fell approximately 15 to 22 percent below its euro peg, with some sources citing a trough near $0.85 (against an expected value around $1.08 given the EUR/USD exchange rate), while other reports cited a low near $0.548. USDR fell from its $1.00 peg to as low as $0.72 to $0.40 at different points during the attack window, before partially recovering. Both depegs were driven by thin secondary market liquidity on decentralized exchanges absorbing the dumped supply rather than any failure of the underlying reserve assets, which StablR subsequently confirmed remained intact in segregated accounts. The Gizmodo reporting from May 26, 2026 noted that EURR was still trading roughly 17 percent below its intended euro peg value at time of publication. The incident illustrated that even fully reserved stablecoins with compliant smart contracts can suffer severe market dislocations when governance and key management are compromised.","heading":"Market Impact and Peg Loss","severity":"high","sources":[{"credibility":2,"name":"The Latest Stablecoin Hack Is a Reminder That 'Digital Dollars' Can Still Break — Gizmodo","type":"news_article","url":"https://gizmodo.com/the-latest-stablecoin-hack-is-a-reminder-that-digital-dollars-can-still-break-2000763481"},{"credibility":2,"name":"StablR EURR Depegs to $0.85 After Multisig Key Breach — GNCrypto","type":"news_article","url":"https://www.gncrypto.news/news/stablr-eurr-depegs-to-0-85-after-multisig-key-breach/"},{"credibility":3,"name":"EURR And USDR Crash Following Ongoing $2.8 Million StablR — TronWeekly","type":"news_article","url":"https://www.tronweekly.com/eurr-and-usdr-crash-following-ongoing-2-8/"},{"credibility":2,"name":"StablR depeg shock hits EURR and USDR after $2.8M exploit warning — crypto.news","type":"news_article","url":"https://crypto.news/stablr-depeg-shock-hits-eurr-and-usdr-after-2-8m-exploit-warning/"}]},{"content":"StablR issued a formal cybersecurity incident disclosure on May 25, 2026, acknowledging that it had detected 'irregularities in its platform infrastructure consistent with unauthorised external access' on May 24. The company immediately suspended all minting and redemption operations and requested exchanges halt trading, deposits, and withdrawals for both EURR and USDR. External cybersecurity specialists were engaged to conduct a forensic investigation, and law enforcement authorities were notified. StablR also formally notified the Malta Financial Services Authority (MFSA) of a Major ICT-Related Incident in accordance with DORA requirements. On May 29, 2026, StablR formally activated its Recovery Plan under EBA Guidelines and provided that notification to the MFSA. Subsequent updates on June 5, June 15, and June 24, 2026 confirmed that the unauthorized activity had been contained, that no further unauthorized minting had occurred since May 24, and that the existing reserve assets backing EURR and USDR held prior to the incident remained segregated and intact. As of the July 8 update — the most recent public update as of July 22, 2026 — minting and redemption remained suspended and StablR reported 'no material changes' to its previous disclosures. Article 49 of MiCA mandates par-value redemption rights for e-money token holders; the suspension of redemptions left holders unable to exercise those statutory rights. StablR stated it notified the MFSA of a Major ICT-Related Incident under the Digital Operational Resilience Act (DORA) and activated its Recovery Plan under EBA Guidelines. EFRI, in a July 22, 2026 analysis, noted that it had identified no substantive public MFSA response or enforcement disclosure in the months following the incident. EFRI further noted that it had formally raised concerns with the MFSA about StablR's governance in July 2025 — less than eleven months before the cyber incident occurred — and received no public response to those concerns. The cryptonomist.ch reported that StablR USDR EURR hack triggered a MiCA backing shortfall. Whitepaper discrepancies regarding StablR's control architecture were also identified by EFRI as unaddressed in StablR's public disclosures following the incident. The critical architectural flaw was the 1-of-3 multisig threshold governing the minting wallet: any single one of three keyholders could approve unlimited minting without requiring consensus or coordination from the others. This configuration reduced the effective security of the minting authorization to the security of the weakest single private key. By compromising one key, the attacker was able to restructure the multisig entirely — adding three new malicious owners and removing the two remaining legitimate signers — before proceeding to mint at will. Security analysts and industry commentators noted that a higher threshold (such as 2-of-3 or 3-of-5), combined with time-locks on ownership changes, hardware security modules, or multi-party computation key management, would have materially increased the difficulty of this attack vector. The incident is significant in the context of regulated stablecoin issuance because StablR's smart contract code itself passed compliance reviews; the failure resided entirely in the operational key custody and governance layer rather than the on-chain logic.","heading":"Root Cause: Governance and Access-Control Architecture","severity":"critical","sources":[{"credibility":2,"name":"StablR Stablecoin Exploit: Full Technical Analysis of the $13.5M Multisig Attack — Cryip","type":"research","url":"https://cryip.co/stablr-stablecoin-exploit-full-technical-analysis-13-5m-multisig-attack/"},{"credibility":2,"name":"StablR Stablecoins Exploited, EURR and USDR Depeg After Minting Key Compromise — The Defiant","type":"news_article","url":"https://thedefiant.io/news/hacks/stablr-stablecoins-exploited-eurr-and-usdr-depeg-after-minting-key-compromise"},{"credibility":2,"name":"GoPlus: StablR stablecoin suffers from multi-signature contract vulnerability and private key theft — WEEX","type":"research","url":"https://www.weex.com/news/detail/goplus-stablr-stablecoin-suffers-from-multi-signature-contract-vulnerability-and-private-key-theft-with-attackers-profiting-approximately-28-million-usd-kky52dbfzcm525hyh4s6e3a9"},{"credibility":2,"name":"The Latest Stablecoin Hack Is a Reminder That 'Digital Dollars' Can Still Break — Gizmodo","type":"news_article","url":"https://gizmodo.com/the-latest-stablecoin-hack-is-a-reminder-that-digital-dollars-can-still-break-2000763481"}]},{"content":"As of July 22, 2026, token holders in EURR and USDR faced an ongoing operational suspension that had lasted nearly two months since the May 24, 2026 incident. How verification works. The “Row integrity” check above is computed in your browser — your machine recomputes the SHA-256 of the canonical bytes and compares against the stored hash. No avoid.net server can fake that check. The “full verify” link goes one level deeper: your browser fetches the on-chain transaction from a Solana RPC node and confirms the same hash is in the memo. If you don’t want to trust either avoid.net or the public RPC, run the CLI verifier on your own machine — python -m src.verify_decision <event_id>.
