USDD lost its dollar peg on June 13, 2022 -- roughly five weeks after launch -- with the TRON DAO Reserve subsequently deploying billions of dollars in reserve assets, including TRX and other holdings, in an effort to restore parity. Coverage at the time noted that despite large capital deployments, USDD traded persistently below $1.00 for extended periods. USDD depegged again in November 2022 amid the broader market panic following the FTX exchange collapse, falling below $0.97 -- its lowest level since June 2022 -- even after TRON DAO added USDC to reserves. TRON DAO representatives publicly argued that a trading range of plus-or-minus 3% around the peg should be considered normal for a decentralized stablecoin, a characterization that drew skepticism from market observers given USDD's marketing as a stable, dollar-pegged asset.","heading":"2022 Depeg Events","severity":"high","sources":[{"credibility":2,"name":"Tron Network USDD Stablecoin Wobbles From Dollar Peg Amid Latest Crypto Crisis","type":"news_article","url":"https://www.coindesk.com/markets/2022/11/10/tron-network-usdd-stablecoin-wobbles-from-dollar-peg-amid-latest-crypto-crisis"},{"credibility":2,"name":"Tron's USDD Stablecoin Falls to Under 97 Cents, Lowest Level Since June","type":"news_article","url":"https://www.coindesk.com/markets/2022/12/12/trons-usdd-stablecoin-hits-lowest-since-june"},{"credibility":3,"name":"Just In: TRON's USDD Stablecoin Has Just Lost Its USD Peg, TRON DAO Injects $700M To Recover","type":"news_article","url":"https://thecryptobasic.com/2022/06/13/just-in-trons-usdd-stablecoin-has-just-lost-its-usd-peg-need-billions-to-recover/"},{"credibility":3,"name":"No, USDD Is Not De-pegged Below $0.97, Tron DAO Insists","type":"news_article","url":"https://u.today/no-usdd-is-not-de-pegged-below-097-tron-dao-insists"},{"credibility":3,"name":"TronDAO Injects $300 Million in USDC to Reserves; USDD Still De-Pegged","type":"news_article","url":"https://u.today/trondao-injects-300-million-in-usdc-to-reserves-usdd-still-de-pegged"}]},{"content":"USDD is marketed as an over-collateralized stablecoin, with TRON DAO reporting collateralization ratios that have at various points exceeded 200-300% of circulating supply, backed by a basket of TRX, bitcoin, and major stablecoins (USDT/USDC). However, on or around August 21-22, 2024, the TRON DAO Reserve removed approximately 12,000 bitcoin (worth roughly $750 million at the time) from USDD's disclosed collateral, shifting the stablecoin's backing to be predominantly composed of TRX, TRON's native token. According to reporting by Protos and The Block, this change was announced via Justin Sun's personal social media account rather than through official TRON DAO Reserve channels, and no corresponding on-chain or off-chain governance vote authorized the change. Sun stated the move was intended to correct \"inefficient capital allocation\" from a collateralization rate he said had exceeded 300%, comparing the mechanism to MakerDAO's over-collateralized withdrawal model. Because a large share of USDD's backing is now denominated in TRX -- an asset whose value TRON DAO itself materially influences -- critics have characterized this as reintroducing the kind of reflexive, issuer-linked collateral risk that undermined Terra's UST. Bluechip, an independent stablecoin risk-rating firm, estimated actual collateralization closer to 53% based on assets held in identifiable wallets, a figure well below TRON DAO's own reported ratio.","heading":"Collateral Composition and Reserve Removals Without Governance Approval","severity":"critical","sources":[{"credibility":2,"name":"Justin Sun's USDD removes 12,000 BTC without DAO approval","type":"research","url":"https://protos.com/justin-suns-usdd-removes-12000-btc-without-dao-approval/"},{"credibility":2,"name":"Justin Sun's USDD stablecoin is no longer backed by bitcoin","type":"news_article","url":"https://www.theblock.co/post/312708/justin-suns-usdd-stablecoin-is-no-longer-backed-by-bitcoin"},{"credibility":2,"name":"Justin Sun's USDD Stablecoin Swaps Bitcoin for TRX as Primary Backing","type":"news_article","url":"https://www.ccn.com/news/crypto/justin-suns-usdd-trx-backing/"}]},{"content":"Multiple investigative reports allege that a large proportion of USDD's collateral is held in or routed through HTX, a cryptocurrency exchange advised by and closely associated with Justin Sun. Reporting by Protos found that in USDD's newer \"2.0\" version, approximately 61% of collateral at one point sat in a single vault funded entirely by HTX, and that roughly 83% of USDD 2.0 supply on Ethereum was held in Sun-owned HTX addresses. Of the roughly $547 million in claimed USDD 2.0 collateral identified in that reporting, approximately $390 million was held in a \"Smart Allocator\" funded by HTX, with only about $68 million verifiable in independent vault collateral; the older USDD 1.0 version, still representing roughly $262 million in circulation, was reported to no longer disclose where -- or whether -- it holds any collateral at all. Notably, HTX's own proof-of-reserves disclosures do not include USDD, meaning the exchange's reserve attestations provide no independent verification of the USDD collateral allegedly held there. On TRON itself, USDD 1.0 has been reported to have roughly 56% of its total supply concentrated in a single address originally funded by Sun-controlled Poloniex, while on Ethereum and BNB Chain over 99% of bridged USDD sits in bridge contracts with reported supply mismatches relative to the destination chains. These findings raise concerns about single-point-of-failure risk and the extent to which USDD's stability depends on entities effectively controlled by one individual.","heading":"Reserve Concentration and Ties to Justin Sun's HTX Exchange","severity":"critical","sources":[{"credibility":2,"name":"Justin Sun stored USDD reserves at HTX for proof-of-reserves","type":"research","url":"https://protos.com/justin-sun-stored-usdd-reserves-at-htx-for-proof-of-reserves/"},{"credibility":2,"name":"61% of USDD collateral now in one vault — funded entirely by HTX","type":"research","url":"https://protos.com/usdd-assets-htx-justin-sun-justlend/"},{"credibility":2,"name":"Justin Sun's USDD has problems","type":"research","url":"https://protos.com/justin-sun-usdd-problems/"},{"credibility":2,"name":"Justin Sun-advised HTX plays games with its reserves","type":"research","url":"https://protos.com/justin-sun-advised-htx-plays-games-with-its-reserves/"}]},{"content":"USDD is described in TRON DAO Reserve materials as governed by a decentralized autonomous organization, and its full name -- \"Decentralized USD\" -- invokes this framing. In practice, independent reporting indicates the TRON DAO Reserve has held only a single governance vote since USDD's May 2022 launch, in May 2023, on the narrow question of whether to use burned TRX tokens; no vote has ever authorized major collateral decisions such as the 2024 bitcoin removal or the routing of reserves through HTX. Bluechip's assessment concluded that USDD \"does not have a governance system\" in any functional sense, noting the absence of governance proposals, on-chain votes, or public deliberation typically associated with DAO structures, and stating that \"USDD holders have no legal or code-based protection and are at the mercy of Tron DAO Reserve.\" De facto control of the reserve and its decisions is reported to rest with TRON founder Justin Sun.","heading":"Governance: Absent DAO Oversight Despite 'Decentralized' Branding","severity":"high","sources":[{"credibility":2,"name":"Christensen-backed Bluechip launches stablecoin ratings, USDD gets an 'F'","type":"news_article","url":"https://www.theblock.co/post/239417/rune-christensen-bluechip-stablecoin-ratings-usdd"},{"credibility":2,"name":"USDD — Bluechip governance assessment","type":"research","url":"https://bluechip.org/coins/usdd/governance"},{"credibility":2,"name":"Justin Sun's USDD removes 12,000 BTC without DAO approval","type":"research","url":"https://protos.com/justin-suns-usdd-removes-12000-btc-without-dao-approval/"}]},{"content":"Bluechip, a stablecoin rating platform co-founded with backing from MakerDAO founder Rune Christensen, graded USDD an \"F\" -- the lowest rating among the stablecoins it initially assessed. In March 2026, the SEC and Rainberry Inc. (formerly BitTorrent), Justin Sun, Tron Foundation Limited, and BitTorrent Foundation Ltd. reached a settlement in which Rainberry agreed to pay a $10 million penalty related to allegations of wash trading that artificially inflated the value of TRX; the settlement resolved claims under Section 17(a)(3) of the Securities Act (a negligence-based fraud provision) and the SEC agreed to voluntarily dismiss its remaining claims against the Tron defendants with prejudice. No USDD-specific SEC enforcement action was identified in available reporting as of this investigation, but the settlement is relevant context given that TRX -- an asset at the center of the wash-trading allegations -- is also a primary collateral asset backing USDD.","heading":"Context: Justin Sun and Regulatory Scrutiny of the TRON Ecosystem","severity":"medium","sources":[{"credibility":1,"name":"Tron's Rainberry to pay $10 million to settle SEC, Justin Sun lawsuit","type":"news_article","url":"https://www.coindesk.com/policy/2026/03/05/sec-justin-sun-reach-settlement-over-tron-lawsuit"},{"credibility":2,"name":"Securities Enforcement Roundup – March 2026","type":"news_article","url":"https://www.morganlewis.com/pubs/2026/04/securities-enforcement-roundup-march-2026"}]},{"content":"As of mid-2026, USDD trades close to its $1.00 target with reported market capitalization in the range of $1.1 billion to $1.6 billion, and TRON DAO continues to report a collateralization ratio in the 200-300% range against a reserve basket of TRX, bitcoin, USDT, and USDC. However, the underlying transparency and governance concerns documented in 2024-2025 reporting -- unverified reserve locations, heavy reliance on TRX (an asset TRON itself influences) and on Sun-controlled HTX, and the absence of functioning DAO oversight -- have not been independently resolved through audited, third-party attestations at the time of this investigation. How verification works. The “Row integrity” check above is computed in your browser — your machine recomputes the SHA-256 of the canonical bytes and compares against the stored hash. No avoid.net server can fake that check. The “full verify” link goes one level deeper: your browser fetches the on-chain transaction from a Solana RPC node and confirms the same hash is in the memo. If you don’t want to trust either avoid.net or the public RPC, run the CLI verifier on your own machine — python -m src.verify_decision <event_id>.
