PayPal, Inc. markets and distributes the token to its user base but does not itself hold a money transmitter or trust charter for issuance; Paxos is the legal issuer of record. Paxos states that customer assets backing PYUSD are held in segregated, bankruptcy-remote accounts so that, in the event of Paxos insolvency, those assets would not be used to satisfy Paxos's general creditors. Following passage of the GENIUS Act in July 2025, which created the first comprehensive federal framework for US dollar-pegged payment stablecoins (reserve, redemption, and issuer-permitting requirements), PYUSD's structure as a state-chartered trust-issued, fully-reserved token is broadly consistent with the new federal baseline, though full compliance timelines for existing issuers extend into 2028.","heading":"Issuer Structure and Regulatory Status","severity":"low","sources":[{"credibility":2,"name":"Paxos - PayPal USD (PYUSD) official page","type":"official","url":"https://www.paxos.com/pyusd"},{"credibility":2,"name":"PayPal Launches U.S. Dollar Stablecoin (PR Newswire)","type":"official","url":"https://www.prnewswire.com/news-releases/paypal-launches-us-dollar-stablecoin-301894262.html"},{"credibility":2,"name":"The GENIUS Act: A Comprehensive Guide to US Stablecoin Regulation - Paul Hastings","type":"research","url":"https://www.paulhastings.com/insights/crypto-policy-tracker/the-genius-act-a-comprehensive-guide-to-us-stablecoin-regulation"},{"credibility":1,"name":"Text - S.1582 GENIUS Act - Congress.gov","type":"regulatory","url":"https://www.congress.gov/bill/119th-congress/senate-bill/1582/text"}]},{"content":"According to Paxos, PYUSD is backed 100% by US dollar deposits, short-term US Treasuries, and similar cash equivalents, intended to support 1:1 redemption. Paxos publishes a monthly Reserve Report for PYUSD detailing the composition of backing assets, and independent third-party accounting firm attestations are conducted under AICPA attestation standards. These are attestation reports (agreed-upon procedures) rather than full financial audits, a distinction common across the stablecoin industry and shared by competitors such as USDC and USDT; this limits assurance relative to a full audit but is consistent with prevailing industry practice under Paxos's NYDFS oversight.","heading":"Reserve Backing and Attestation","severity":"low","sources":[{"credibility":2,"name":"Paxos - PYUSD Transparency Reports","type":"official","url":"https://www.paxos.com/pyusd-transparency"},{"credibility":2,"name":"Paxos - PayPal USD (PYUSD) official page","type":"official","url":"https://www.paxos.com/pyusd"}]},{"content":"Paxos states that fully verified customers who access PYUSD directly through Paxos are entitled to freely redeem PYUSD for US dollars at 1:1, absent a \"reasonable justification\" for Paxos not to redeem. Paxos's stablecoin terms and conditions reserve the right to impose withdrawal limits, delay withdrawals to comply with law or its compliance program, and to decline redemption entirely if Paxos determines, after investigation, that a holder's PYUSD has been used for illegal or sanctioned activity. Redemption for retail users who hold PYUSD inside the PayPal or Venmo apps (rather than directly with Paxos) is also subject to PayPal's own account terms and compliance review, adding an additional layer of platform-level discretion beyond the issuer's own terms.","heading":"Redemption Mechanics and Restrictions","severity":"medium","sources":[{"credibility":2,"name":"Paxos - US Dollar-Backed Stablecoin Terms and Conditions","type":"official","url":"https://www.paxos.com/terms-and-conditions/stablecoin-terms-conditions"},{"credibility":2,"name":"Paxos - Mint and Redeem Paxos-Issued Stablecoins","type":"official","url":"https://www.paxos.com/mint-and-redeem"}]},{"content":"Like other bank-issued or trust-issued stablecoins (e.g., USDC, USDT), PYUSD's smart contract includes administrative controls allowing the issuer to freeze addresses and, through a function publicly documented as \"wipeFrozenAddress,\" to burn tokens held at a frozen address, removing them from circulating supply without recourse for the holder. Commentators, including a CoinDesk opinion piece and Blockworks reporting, have argued this level of issuer and platform control over user balances represents a \"centralization attack vector\" that departs from decentralized-finance norms and effectively makes PYUSD a permissioned, bank-like dollar instrument rather than a censorship-resistant crypto asset. Paxos and industry observers counter that blacklisting/freeze functionality is now standard across major fiat-backed stablecoins and is generally used for law-enforcement or sanctions compliance rather than arbitrary account seizure; no confirmed case of PYUSD funds being wiped from a non-sanctioned, non-fraud-linked wallet has been identified in available reporting.","heading":"Centralization and Freeze Powers","severity":"medium","sources":[{"credibility":2,"name":"What's Wrong With PayPal's Stablecoin? This action did not target PYUSD directly, but it is directly relevant to assessing the compliance track record of PYUSD's issuer. In August 2025, the NYDFS announced a settlement in which Paxos agreed to pay approximately $26.5 million in penalties (reported elsewhere as part of a combined $48.5 million in penalties and compliance investments) to resolve findings that Paxos had failed to conduct sufficient due diligence on Binance and had compliance program and anti-money-laundering failures connected to BUSD. Growth was reportedly driven by integrations including YouTube creator payouts (December 2025), a Visa Direct and BVNK remittance integration (January 2026), and a rewards program offering yield of up to 4.5% annually on PYUSD holdings. PayPal has stated it deployed PYUSD across 17 blockchain networks, with Solana designated as the default settlement network since February 2026, and reorganized its stablecoin business into a dedicated Payment Services & Crypto division in Q1 2026. How verification works. The “Row integrity” check above is computed in your browser — your machine recomputes the SHA-256 of the canonical bytes and compares against the stored hash. No avoid.net server can fake that check. The “full verify” link goes one level deeper: your browser fetches the on-chain transaction from a Solana RPC node and confirms the same hash is in the memo. If you don’t want to trust either avoid.net or the public RPC, run the CLI verifier on your own machine — python -m src.verify_decision <event_id>.
