The project originated from Plasma Group, a non-profit scaling research organization co-founded by Jinglan Wang and Karl Floersch in 2019. Following Plasma Group's pivot to optimistic rollup research, it was incorporated as Optimism PBC (Public Benefit Corporation), later renamed OP Labs PBC. The Optimism Foundation, a separate Cayman Islands entity, was established in 2022 to steward governance. OP Mainnet went live in January 2021. A 7-day challenge window and a fault proof system allow users to dispute invalid state roots before they finalize on Ethereum. As of May 2026, OP Mainnet holds approximately $356 million in bridged TVL per L2BEAT, while the broader Optimism Superchain (including Base, Zora, and Mode) accounts for an estimated $6.3 billion in total value locked, representing roughly 42% of Ethereum L2 TVL.","heading":"Overview and Background","severity":"low","sources":[{"credibility":1,"name":"Introducing the Optimism Collective — Optimism Blog","type":"official","url":"https://www.optimism.io/blog/introducing-the-optimism-collective"},{"credibility":2,"name":"OP Mainnet — L2BEAT","type":"research","url":"https://l2beat.com/scaling/projects/op-mainnet"},{"credibility":1,"name":"Optimism's Jing Wang and the Widely Adopted OP Stack — CoinDesk","type":"news_article","url":"https://www.coindesk.com/tech/2024/12/10/optimism-s-jing-wang-and-the-widely-adopted-op-stack"}]},{"content":"As of May 2026, OP Mainnet operates with a single centralized sequencer controlled by OP Labs. The sequencer is responsible for ordering and batching transactions before posting compressed data to Ethereum. Centralized sequencer operation introduces several risks: the sequencer can reorder transactions to extract maximal extractable value (MEV), it may exclude or censor transactions from specific addresses, and sequencer downtime can halt L2 operations even though Ethereum settlement remains intact. OP Labs has publicly committed to sequencer decentralization as a long-term objective on its technical decentralization roadmap, and has referenced shared sequencing and interoperability as planned features for 2026. However, as of the investigation date, no permissionless or decentralized sequencer is live. Decentralized sequencing is cited by industry analysts as an outstanding centralization risk across all major optimistic rollup networks, including Arbitrum. L2BEAT classifies systems with centralized sequencers as carrying an elevated 'Operator' risk because unilateral censorship, albeit detectable, cannot be prevented at the protocol layer without exiting to Ethereum L1.","heading":"Sequencer Centralization","severity":"high","sources":[{"credibility":2,"name":"Optimism's Path to Technical Decentralization — OP Labs Blog","type":"official","url":"https://blog.oplabs.co/decentralization-roadmap/"},{"credibility":2,"name":"Should Ethereum Layer 2s Urgently Decentralize Their Sequencers? — Unchained","type":"news_article","url":"https://unchainedcrypto.com/should-ethereum-layer-2s-urgently-decentralize-their-sequencers/"},{"credibility":2,"name":"OP Mainnet — L2BEAT","type":"research","url":"https://l2beat.com/scaling/projects/op-mainnet"}]},{"content":"OP Mainnet's bridge and protocol contracts are upgradeable via a 2-of-2 nested multisig: a 10-of-13 multisig managed by the Optimism Security Council and a 5-of-7 multisig managed by the Optimism Foundation. Both component multisigs must approve any upgrade, but either can veto. A 14-day delay is applied to protocol upgrades before they take effect. The Security Council, established in late 2023 with 14 members ratified by governance vote in December 2023, took shared custody of the upgrade keys in 2024. OP Labs has acknowledged that fast upgrade keys impose a meaningful constraint on the security guarantees provided by fault proofs: if the upgrade multisig is compromised or acts maliciously, it could override any state root — limiting the protective value of the fault proof system. This architecture places OP Mainnet at Stage 1 on L2BEAT's decentralization framework, meaning the security council can override invalid state roots but the system has not yet reached Stage 2 (where smart contracts fully govern upgrades without council override). The goal of reaching Stage 2 across the Superchain is described in the Optimism 'Endgame' roadmap.","heading":"Upgrade Keys and Security Council","severity":"medium","sources":[{"credibility":1,"name":"Privileged Roles in OP Mainnet — Optimism Docs","type":"official","url":"https://docs.optimism.io/chain/security/privileged-roles"},{"credibility":1,"name":"Introducing the Optimism Collective's Security Council — Optimism Blog","type":"official","url":"https://www.optimism.io/blog/introducing-the-optimism-collective-s-security-council"},{"credibility":1,"name":"The Endgame for Decentralization in the OP Ecosystem is Stage 2 — Optimism Blog","type":"official","url":"https://www.optimism.io/blog/the-endgame-for-decentralization-in-the-op-ecosystem-is-stage-2"},{"credibility":2,"name":"OP Mainnet — L2BEAT","type":"research","url":"https://l2beat.com/scaling/projects/op-mainnet"}]},{"content":"Optimism has experienced several notable security incidents since launch. In February 2022, researcher Jay Freeman (known as 'saurik') disclosed a critical vulnerability in Optimism's OVM 2.0 virtual machine that would have allowed an attacker to print an unlimited number of ETH tokens on the L2 side of the bridge. The bug, dubbed 'Unbridled Optimism,' was found to exist in forks of the codebase as well (Boba, Metis). Optimism patched the vulnerability and awarded Freeman a $2,000,042 bug bounty. In June 2022, crypto market maker Wintermute incorrectly provided Optimism with an Ethereum L1 multisig wallet address — rather than a deployed Optimism L2 address — to receive 20 million OP tokens from the Partner Fund. A third party exploited the misdirection by deploying the same Gnosis Safe contract on L2 and claiming the tokens. The attacker sold 1 million tokens, sent 1 million to Vitalik Buterin's address, and eventually returned 17 million. Wintermute was held responsible for the error and committed to reimbursing the Optimism Foundation; Optimism elected not to execute a hard fork. In April 2024, Offchain Labs (the developer of Arbitrum) disclosed two vulnerabilities in OP Stack's fraud proof mechanism on testnet. The flaws, related to timer handling, would have allowed a malicious party to force the system to accept a fraudulent chain history or reject a correct one. OP Labs patched both issues before they were publicly disclosed; Offchain Labs confirmed no mainnet funds were at risk, though the Security Council would have needed to temporarily pause withdrawals had the bugs been exploited.","heading":"Security Incidents","severity":"high","sources":[{"credibility":2,"name":"Attacking an Ethereum L2 with Unbridled Optimism — Jay Freeman (saurik)","type":"research","url":"https://www.saurik.com/optimism.html"},{"credibility":1,"name":"$15M of Optimism Tokens Stolen After Wintermute Sent Wrong Wallet Address — CoinDesk","type":"news_article","url":"https://www.coindesk.com/tech/2022/06/09/15m-of-optimism-tokens-stolen-by-an-attacker-after-wintermute-sent-wrong-wallet-address"},{"credibility":2,"name":"Optimism hacker confirms they are whitehat, returns most of stolen funds — CryptoSlate","type":"news_article","url":"https://cryptoslate.com/optimism-hacker-confirms-they-are-whitehat-returns-most-of-stolen-funds/"},{"credibility":2,"name":"Optimism Patches Issues With Testnet Fraud Proofs After Alert From Offchain Labs — Unchained","type":"news_article","url":"https://unchainedcrypto.com/optimism-patches-issues-with-testnet-fraud-proofs-after-alert-from-offchain-labs/"},{"credibility":2,"name":"Security Disclosure — Offchain Labs / Ed Felten","type":"other","url":"https://medium.com/offchainlabs/security-disclosure-289a4ad50709"}]},{"content":"The OP governance token launched in May 2022 with a total supply of 4,294,967,296 tokens. Airdrop 1 (June 2022) distributed 200 million OP to approximately 250,000 addresses. Before distribution, Optimism identified and removed approximately 17,000 addresses it classified as sybil attackers, recovering over 14 million OP tokens for redistribution. This process drew some community criticism, with affected users alleging misidentification. Airdrop 2 (January 2023) distributed 11.7 million OP to 307,965 governance-participating addresses. Airdrop 3 (September 2023) focused on governance participants and distributed 19.4 million OP. Airdrop 4 (January 2024) rewarded NFT engagement within the Superchain ecosystem. Airdrop 5 (October 2024) distributed 10.3 million OP to approximately 54,700 Superchain users meeting activity thresholds. As of May 2026, approximately 2.15 billion OP (50% of total supply) is in circulation, with the remainder subject to a vesting schedule extending to 2029. Retroactive Public Goods Funding (RetroPGF), a central pillar of the Collective's mission, retroactively rewards projects and contributors to the Optimism and Ethereum ecosystems. As of late 2024, the Optimism Foundation rebranded RetroPGF to 'Retro Funding,' dropping the 'public goods' framing. Critics noted that the rebranding was not formally ratified by the OP community and represented a shift in program focus away from open public goods toward broader ecosystem contributions. Separately, in 2023 and 2024, the Optimism community debated whether VC-backed projects should receive Retro Funding allocations, with critics arguing scarce funding should prioritize contributors without institutional backing. In January 2026, delegates voted on a proposal to allocate 50% of net sequencer revenue from OP Stack chains to monthly OP token buybacks; the vote was contested, with dissenters arguing the buyback program was inefficient while Optimism was a net seller of OP through grants, and that employee and investor token unlocks could be offloaded through the OTC buyback mechanism. How verification works. The “Row integrity” check above is computed in your browser — your machine recomputes the SHA-256 of the canonical bytes and compares against the stored hash. No avoid.net server can fake that check. The “full verify” link goes one level deeper: your browser fetches the on-chain transaction from a Solana RPC node and confirms the same hash is in the memo. If you don’t want to trust either avoid.net or the public RPC, run the CLI verifier on your own machine — python -m src.verify_decision <event_id>.
