Kwon also founded All in Bits (AiB), the for-profit development company originally known as Tendermint Inc. In early 2020, Kwon announced he was stepping down as CEO of Tendermint to focus on Gno.Land, a separate smart-contract platform. Zaki Manian, then a Tendermint director, publicly accused Kwon of 'evading responsibility,' stating the move was 'a transparent attempt to evade responsibility for Jae's neglect and negligence to the Cosmos project.' Peng Zhong became CEO of Tendermint following Kwon's departure. In February 2022, Tendermint rebranded to Ignite. In May 2022, Kwon re-emerged as CEO of a newly formed entity called NewTendermint, claiming that Ignite was 'intentionally socially engineering' the failure of Cosmos and conspiring to push him out. In July 2022, Ignite parted with more than half of its employees. By late 2022, Ignite CEO Peng Zhong also departed. This leadership fragmentation created prolonged uncertainty about which entity held primary development responsibility for the Cosmos Hub. According to AiB, developer Zaki Manian began building the LSM in August 2021 and engaged contractors identified as Jun Kai and Sarawut Sanit, who wrote most of the module's code. In July 2022, Oak Security audited the LSM and uncovered severe vulnerabilities, including a mechanism allowing stakers to evade slashing penalties — a foundational security property of proof-of-stake networks. The same alleged North Korean developers then fixed the vulnerabilities identified in that audit. AiB further alleged that in March 2023, the FBI notified Manian that the developers had ties to North Korea, and that despite this, Manian continued to promote the LSM as complete in April 2023 and advocated for its integration into the Cosmos Hub without disclosing the DPRK connection to the community. The LSM was integrated into the Hub in September 2023. On October 2, 2024, Manian publicly acknowledged that he had been aware of the DPRK connections since March 2023. On October 16, 2024, Cosmos developers began procedures to remove the LSM. A security review noted that even a subsequent rewrite of the LSM may have retained significant portions of code contributed by the alleged North Korean actors. The vulnerability was discovered following a ramping-up of security audits prompted by a $100 million cross-chain bridge exploit on the BNB Chain on October 6, 2022. Buchman stated that steps had already been taken to ensure all major public IBC-enabled chains were patched before the public disclosure. A patch was released in Cosmos SDK versions v0.45.9 and v0.46.3 on October 14, 2022. Buchman noted that chains could apply the patch without halting. As of the disclosure date, 51 blockchains in the Cosmos ecosystem supported IBC, including Osmosis, Cosmos Hub, Axelar, Evmos, Injective, and Cronos.
