Reporting from amlcrypto.io indicates the attacker spent only about 0.335 ETH (roughly $600) to acquire ~32,795 BOND tokens, of which 32,000 were locked for voting power — enough to pass a proposal through what multiple outlets described as an 'almost inactive' DAO.
