Verify a decision

Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.

How verification works

  1. We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction.
  2. We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
  3. You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>

Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

The complaint alleges that Meta's advertising technology and generative-AI tools — including the Advantage+ Creative system — did more than passively host third-party ads: they allegedly helped 'create, place and target deceptive investment promotions' and could 'generate multiple ad variations and optimize them for engagement,' according to coverage of the complaint by CoinInsider and MediaPost. The alleged scheme operated as follows: Facebook and Instagram users were shown AI-assisted fraudulent investment ads; clicking led them to WhatsApp investment groups; scammers in those groups directed victims to transfer money or cryptocurrency to designated wallets; victims observed displayed balances suggesting investment growth, but when withdrawals were requested, scammers refused, 'revealing that the displayed balances were illusory and the deposited funds were gone,' the complaint alleges. The case is at the initial complaint stage; no class has been certified, Meta has not yet filed its answer, and no court has adjudicated the merits. Meta has stated it uses automated systems, enforcement teams, and law-enforcement partnerships to fight scams, and reported removing more than 159 million scam ads during 2025, with 92% removed before users reported them.","heading":"Class Action: Dassanayake et al. v. According to sources citing the Reuters reporting, the documents estimated Meta's platforms served roughly 15 billion 'higher-risk' scam advertisements daily across Facebook, Instagram, and WhatsApp. Separately, a May 2025 internal Meta safety-staff presentation allegedly estimated that the company's platforms were involved in approximately one-third of all successful scams in the United States. The documents also reportedly revealed enforcement constraints: Meta's anti-fraud spending was reportedly capped at approximately 0.15% of total revenue (roughly $135 million annually), and the company's policy required at least 95% automated certainty of fraud before banning an advertiser — with suspected scammers below that threshold instead charged elevated ad rates but permitted to continue running campaigns. Internal language reportedly included a manager's directive to be 'cautious' about 'specific revenue guardrails.' Meta challenged the Reuters findings, with spokesman Andy Stone calling the 10% figure 'misleading' and 'an overly inclusive estimate that contained ads that didn't actually violate our scam policies.' The Reuters report has not been retracted. The existence of internal projections does not constitute an adjudicated finding of wrongdoing.","heading":"Internal Documents: Alleged $16 Billion Projection from Scam Ads","severity":"high","sources":[{"credibility":2,"name":"Meta Projected $16B From Scam Ads, Internal Docs Show (Search Engine Journal)","type":"news_article","url":"https://www.searchenginejournal.com/meta-projected-16b-from-scam-ads-internal-docs-show/560463/"},{"credibility":1,"name":"Internal documents show Meta is earning billions from fraudulent ads (ABC News Australia, Nov. 7, 2025)","type":"news_article","url":"https://www.abc.net.au/news/2025-11-07/meta-making-billions-from-scam-ads/105983808"},{"credibility":2,"name":"Reuters Blows Lid on Meta's Fraud Profit Scandal (Lawfare)","type":"news_article","url":"https://www.lawfaremedia.org/article/reuters-blows-lid-on-meta's-fraud-profit-scandal"},{"credibility":2,"name":"Meta has reportedly been raking in billions from scammy ads (Marketing Brew, Nov. 10, 2025)","type":"news_article","url":"https://www.marketingbrew.com/stories/2025/11/10/meta-scammy-ads-reuters-report"},{"credibility":2,"name":"Meta sued over scam ads on Facebook and Instagram — internal documents reveal $16B projection (The Next Web)","type":"news_article","url":"https://thenextweb.com/news/meta-sued-scam-ads-facebook-instagram"}]},{"content":"A closely related legal development shapes the landscape of the September 2026 class action. In Bouck v. Meta Platforms, a separate case involving a pump-and-dump stock scheme (shares of China Liberal Education Holdings Ltd.), plaintiffs alleged that Meta's Advantage+ Creative generative-AI tool materially contributed to the creation of the fraudulent ads — generating images and text that the scammers used. On March 24, 2026, Chief Judge Richard Seeborg of the Northern District of California rejected Meta's Section 230 immunity defense, ruling that because Meta's tools 'literally generated, using artificial intelligence, the images and text in the advertisements,' Meta potentially crossed the line from neutral platform host to active content provider, placing it outside the Communications Decency Act's safe harbor. However, in a subsequent ruling on June 11, 2026, the same court dismissed the Bouck case entirely on different grounds: the plaintiffs' state-law fraud claims were found to be preempted by federal securities law (the Securities Litigation Uniform Standards Act), due to an internal contradiction in the complaint. Meta has said it will appeal. The Bouck rulings are significant for Dassanayake et al. because they establish that the same Section 230 theory can survive an initial dismissal motion under the right framing, but they also illustrate the procedural pitfalls plaintiffs face. The Bouck Section 230 ruling has not been reversed or vacated.","heading":"Section 230 Precedent: Bouck v. The county, filing on behalf of all California residents, alleges Meta 'knowingly facilitates and profits from billions of scam advertisements' and specifically 'contributes to the creation, optimization, and targeting of scam ads.' The complaint estimates roughly 15 billion scam ads are shown daily on Meta's platforms, with the county contending that Meta generates approximately $7 billion annually from these ads. Alleged harm to California residents specifically is significant: the lawsuit claims Meta contributed to more than $2.5 billion in losses for Californians in 2024, with seniors aged 60 and above accounting for more than $800 million of that figure — more than four times the per-capita average loss. The complaint seeks injunctive relief, civil penalties, and restitution. Meta responded that the lawsuit 'distorts our motives' and reiterated that it removed more than 159 million scam ads in 2025. Victims are then moved to WhatsApp groups where scammers build trust over days or weeks before directing them to fake cryptocurrency investment platforms. Victims observe fabricated account balances suggesting strong returns; when they attempt withdrawals, scammers block them, revealing the deposits are gone. The criminal infrastructure behind many of these schemes has been documented by law enforcement as operating primarily from compound facilities in Myanmar, Cambodia, Laos, and the Philippines, often using trafficked labor. Meta's own enforcement data is relevant context: in 2024 the company reported removing more than 2 million accounts linked to pig-butchering operations from Southeast Asia and the UAE under its Dangerous Individuals and Organizations policies. Meta also joined the 'Tech Against Scams' coalition in May 2024 alongside Coinbase, Kraken, Ripple, Gemini, and Match Group.
