Verify a decision

Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.

How verification works

  1. We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction.
  2. We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
  3. You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>

Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

His wife was also reportedly taken into custody. The detention was carried out pursuant to an Interpol Red Notice requested by Finland over alleged aggravated tax fraud; no Turkish indictment had been made public at the time of reporting, and Heart had not been convicted of any offense in connection with the detention. Turkish media reported seizures at the residence, though accounts of the amounts vary: one set of reports (via IHA, Euronews, and Türkiye Today) cited approximately $600,000 in cash, roughly 2,600 euros, about 50,000 Turkish lira, and 24 watches, alongside gold, phones, computers, and firearms; a separate set of outlets (Haber7, Sözcü, A Haber, Takvim) cited a higher figure of $4 million and 64 watches. These seizure figures remain unverified pending an official prosecutor's inventory. Following news of the detention, HEX fell approximately 28% and PLS fell approximately 33% within 24 hours, according to one report; a separate tracker cited by another outlet showed PLS down roughly 44% and PLSX down roughly 48% on thin trading volume, a caveat that limits how much can be inferred about underlying liquidity from the headline percentage moves.","heading":"Founder Detention and Immediate Market Impact (October 2026)","severity":"critical","sources":[{"credibility":2,"name":"Hex and PulseChain Tokens Plunge After Founder Richard Heart Detained in Istanbul (KuCoin News)","type":"news_article","url":"https://www.kucoin.com/news/flash/hex-and-pulsechain-tokens-plunge-after-founder-richard-heart-detained-in-istanbul"},{"credibility":2,"name":"Richard Heart Istanbul Detention: $600,000 Cash, 24 Watches, $1 Billion Hex Case (FinanceFeeds)","type":"news_article","url":"https://financefeeds.com/richard-heart-istanbul-600000-cash-24-watches-1-billion/"},{"credibility":3,"name":"Richard Heart Arrested: What It Means for HEX and PLS (Airdrop Alert)","type":"news_article","url":"https://airdropalert.com/blogs/richard-heart-arrested/"}]},{"content":"In December 2024, Interpol issued a Red Notice on behalf of Finnish authorities for Richard Heart (Richard Schueler), seeking him in connection with alleged aggravated tax fraud and an alleged assault on a minor. Finnish police, acting on a referral from tax authorities, allege Heart failed to file business tax returns and omitted income from personal tax filings between approximately June 2020 and April 2024, with Europol describing the suspected avoided tax as being in the hundreds of millions of euros. A separate allegation describes an alleged 2021 physical assault on a 16-year-old. A Red Notice is a request for member countries to locate and provisionally arrest a person; it does not itself constitute an international arrest warrant or a finding of guilt, and as of the October 2026 detention no Finnish indictment had been made public. The SEC alleged the three offerings collectively raised more than $1 billion in crypto assets in unregistered securities offerings, with Hex alone allegedly raising over 2.3 million ETH, and PulseChain and PulseX each allegedly raising hundreds of millions of dollars. The complaint alleged that Heart and PulseChain spent at least $12 million of offering proceeds on luxury goods, including sports cars, watches, and a 555-carat diamond described as \"The Enigma.\" The SEC alleged investors were urged to \"sacrifice\" rather than \"invest\" assets as an alleged attempt to evade securities law, and that Heart promoted HEX staking with advertised returns of up to 38%. On February 28, 2025, U.S. District Judge Carol Bagley Amon dismissed the case on jurisdictional grounds, finding the SEC had not shown Heart's conduct was sufficiently tied to the United States given he is a U.S. citizen who had been residing in Finland. The SEC was given until April 21, 2025 to file an amended complaint and declined to do so, ending the federal case. The dismissal was on jurisdictional grounds and does not constitute a finding on the merits of the underlying fraud and registration allegations.","heading":"SEC Enforcement Action (Filed 2023, Dismissed 2025)","severity":"high","sources":[{"credibility":1,"name":"SEC Press Release 2023-143","type":"regulatory","url":"https://www.sec.gov/news/press-release/2023-143"},{"credibility":1,"name":"Richard J. One source cited by CoinMarketCap's academy states that roughly $11 billion in HEX value was locked up during the sacrifice period across PulseChain and PulseX. Critics, cited in secondary reporting, have characterized the \"sacrifice\" terminology as an attempt to avoid securities-law scrutiny — an allegation that mirrors the SEC's dismissed complaint. Reporting citing a Protos investigation noted that the May 2023 launch was marked by a lack of major exchange listings, high transaction fees, and the proliferation of fake PLS tokens, and that participants in the sacrifice could not easily bridge or liquidate their locked tokens, while over-the-counter dealers reportedly charged steep premiums to facilitate exits. The same reporting noted speculation, not independently verified, that Heart's personal holdings were insulated from these launch problems. Independent, named-source analysis of PLS token distribution and the degree of concentration in wallets associated with Heart has not been identified in available reporting; some critical commentary (low-credibility, opinion-based sources) claims a single entity holds a majority of PLS and PLSX supply, but this figure could not be corroborated against an independent on-chain analysis.","heading":"Token Launch Mechanism and Distribution Concerns","severity":"high","sources":[{"credibility":2,"name":"What Is Pulsechain? Commentary, including a draft Wikipedia article on the project, describes recurring accusations that the founder exercises outsized control over the network, raising centralization concerns in a proof-of-stake system where validator influence is tied to token holdings. No independent, credibly sourced audit of PulseChain's treasury, validator distribution, or total token allocation controlled by Heart or affiliated wallets has been identified in available public reporting. This absence of independent verification, combined with Heart's status as the sole identifiable controlling figure, means his October 2026 detention and any resulting incapacitation, extradition, or prosecution directly raises operational and governance risk for both PLS and the co-dependent PLSX token, since neither project has demonstrated an ability to function or make protocol decisions independent of him.","heading":"Centralization and Governance Risk","severity":"high","sources":[{"credibility":3,"name":"Draft: Pulsechain (Wikipedia)","type":"other","url":"https://www.wikipedia.com/wiki/Draft:Pulsechain"},{"credibility":3,"name":"Richard Heart Arrested: What It Means for HEX and PLS (Airdrop Alert)","type":"news_article","url":"https://airdropalert.com/blogs/richard-heart-arrested/"}]}],"sources_used":[{"credibility":2,"name":"Hex and PulseChain Tokens Plunge After Founder Richard Heart Detained in Istanbul (KuCoin News)","type":"news_article","url":"https://www.kucoin.com/news/flash/hex-and-pulsechain-tokens-plunge-after-founder-richard-heart-detained-in-istanbul"},{"credibility":3,"name":"Richard Heart Arrested: What It Means for HEX and PLS (Airdrop Alert)","type":"news_article","url":"https://airdropalert.com/blogs/richard-heart-arrested/"},{"credibility":2,"name":"Richard Heart Istanbul Detention: $600,000 Cash, 24 Watches, $1 Billion Hex Case (FinanceFeeds)","type":"news_article","url":"https://financefeeds.com/richard-heart-istanbul-600000-cash-24-watches-1-billion/"},{"credibility":2,"name":"Interpol Issues Red Notice for Hex Founder Richard Heart (The Defiant)","type":"news_article","url":"https://thedefiant.io/news/regulation/interpol-issues-red-notice-for-hex-founder-richard-heart"},{"credibility":1,"name":"Hex founder Richard Heart wanted by Interpol, Europol on charges of tax evasion and assault (The Block)","type":"news_article","url":"https://www.theblock.co/post/332106/hex-founder-richard-heart-wanted-by-interpol-europol-on-charges-of-tax-evasion-and-assault"},{"credibility":2,"name":"Hex founder Richard Heart interpol wanted list red notice (Cointelegraph)","type":"news_article","url":"https://cointelegraph.com/news/hex-founder-richard-heart-interpol-wanted-list-red-notice"},{"credibility":1,"name":"SEC Press Release 2023-143","type":"regulatory","url":"https://www.sec.gov/news/press-release/2023-143"},{"credibility":1,"name":"Richard J.
