Verify a decision
Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.
How verification works
- We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (
payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction. - We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
- You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is
AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

The company was founded in 2017 by Firas Isa, who serves as CEO, and is headquartered in Chicago, Illinois. According to the company's own website, it launched its first Bitcoin ATM at Woodfield Mall in Schaumburg, Illinois, and subsequently expanded to kiosks in Simon, Brookfield, and Tanger mall properties nationwide. The company describes itself as bootstrapped since inception, with early-stage financing consisting of a reported $150,000 loan from DV Chain/DV Trading in Chicago in 2018. In 2020, Crypto Dispensers launched CDReload, a barcode-based cash deposit service leveraging over 16,000 retail partner locations — including CVS, Walmart, Rite Aid, and Casey's — allowing customers to deposit cash in-store and receive Bitcoin in their digital wallet. The company is registered with the Financial Crimes Enforcement Network (FinCEN) as a Money Services Business (MSB Registration No. 31000314755571), which classifies it as subject to Bank Secrecy Act requirements including Know Your Customer (KYC) and Anti-Money Laundering (AML) program obligations. As of April 2026, the company announced the shutdown of its physical Bitcoin ATM network and a pivot to a software-only platform called Bitcoin POP, citing increased state regulatory enforcement, licensing burdens, and structural limitations of the physical kiosk model.","heading":"Company Background","severity":"medium","sources":[{"credibility":2,"name":"About Crypto Dispensers | Building Access to Bitcoin","type":"official","url":"https://www.cryptodispensers.com/about-us"},{"credibility":2,"name":"Over 16,500 Retail Locations Nationwide Now Offer Crypto Dispensers' CDReload Service","type":"news_article","url":"https://ffnews.com/newsarticle/over-16500-retail-locations-nationwide-now-offer-crypto-dispensers-cdreload-service-for-unprecedented-bitcoin-access/"},{"credibility":2,"name":"Crypto Dispensers Shuts Down Bitcoin ATMs and Goes All-In on Bitcoin POP — Benzinga","type":"news_article","url":"https://www.benzinga.com/pressreleases/26/04/51836769/crypto-dispensers-shuts-down-bitcoin-atms-and-goes-all-in-on-bitcoin-pop"}]},{"content":"On November 18, 2025, the U.S. Attorney's Office for the Northern District of Illinois publicly announced an indictment — which had been returned by a grand jury and unsealed — charging Firas Isa, 36, of Frankfort, Illinois, and Virtual Assets LLC each with one count of money laundering conspiracy under 18 U.S.C. § 1956. The charge carries a maximum sentence of 20 years in federal prison. The investigation was conducted jointly by IRS Criminal Investigation (including the Chicago Cyber Crime Unit), U.S. Immigration and Customs Enforcement Homeland Security Investigations (HSI), the FBI Chicago Field Office, and the U.S. Postal Inspection Service. The prosecution team consists of U.S. Attorney Andrew S. Boutros and Assistant U.S. Attorneys Bradley Tucker and Ramon Villalpando. The indictment also includes a forfeiture notice under which the government seeks any property linked to the alleged crimes, including a personal money judgment, as well as substitute property under federal forfeiture law if specific assets cannot be recovered. Isa surrendered to authorities prior to the public announcement, pleaded not guilty before U.S. District Judge Elaine E. Bucklo, and was released on a $250,000 bond. Prosecutors allege that criminals — and in some instances fraud victims — sent at least $10 million in proceeds derived from wire fraud and narcotics offenses to Crypto Dispensers, Isa, or unnamed co-conspirators. After the proceeds were received, Isa allegedly converted or caused them to be converted into cryptocurrency via the company's ATM and exchange infrastructure, and thereafter transferred the cryptocurrency to virtual wallets in order to disguise the true source and ownership of the funds. The indictment further alleges that Isa knew the funds were derived from fraud. Decrypt and other outlets reported that the alleged operation involved bypassing Know Your Customer compliance protocols that are required of registered Money Services Businesses. Crypto news outlet Decrypt reported that the alleged operation involved bypassing KYC compliance protocols. The case against Crypto Dispensers mirrors a broader pattern of federal enforcement targeting Bitcoin ATM operators accused of facilitating illicit transactions; industry research had identified cryptocurrency kiosks as a high-risk category due to their cash-based, often anonymous transaction model. In August 2025, the State of Illinois enacted the Digital Asset Kiosk Act as part of the broader Digital Assets and Consumer Protection Act, imposing transaction-fee caps, daily transaction limits for new users of $2,500, and mandatory disclosures for kiosk operators — legislation whose passage coincided with the investigative period alleged in the indictment.","heading":"AML and KYC Compliance Concerns","severity":"high","sources":[{"credibility":2,"name":"Decrypt: Bitcoin ATM Company Founder Charged in Alleged $10 Million Money Laundering Scheme","type":"news_article","url":"https://decrypt.co/349117/bitcoin-atm-company-founder-charged-alleged-10-million-money-laundering"},{"credibility":2,"name":"Illinois Enacts Digital Asset Consumer Protection and Kiosk Laws | Consumer Finance and Fintech Blog","type":"news_article","url":"https://www.consumerfinanceandfintechblog.com/2025/09/illinois-enacts-digital-asset-consumer-protection-and-kiosk-laws/"},{"credibility":1,"name":"IRS Criminal Investigation Press Release","type":"regulatory","url":"https://www.irs.gov/compliance/criminal-investigation/founder-of-chicago-cryptocurrency-company-indicted-in-alleged-10-million-money-laundering-conspiracy"}]},{"content":"Following the November 2025 indictment, multiple post-charge developments were reported. In November 2025, CoinTelegraph and Yahoo Finance reported that Crypto Dispensers was exploring a sale of the company valued at approximately $100 million, with the firm retaining advisors to support a review of strategic options described as driven by consolidation across the cash-to-crypto and digital asset infrastructure sector. Isa stated at the time: 'This review is about understanding the next stage of growth and determining which path creates the most value for the platform we have built.' In April 2026, the company announced the shutdown of its entire physical Bitcoin ATM network, citing escalating state regulatory enforcement, costly state-by-state licensing requirements, and operational challenges related to physical infrastructure and cash logistics. In conjunction with the ATM shutdown, Crypto Dispensers announced a full pivot to Bitcoin POP, a software-driven barcode-based cash deposit model. Bitcoin Depot — formerly reported as the largest U.S. Bitcoin ATM operator by machine count — filed for Chapter 11 bankruptcy and shut down approximately 9,700 kiosks, citing increasingly stringent compliance obligations and outright restrictions or bans in some jurisdictions.
