Verify a decision
Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.
How verification works
- We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (
payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction. - We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
- You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is
AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

Authorization from a single member state grants a passporting right allowing the provider to operate across the entire EU. The exchange chose Greece as its preferred entry point for EU passporting rights. On June 16, 2026, Reuters reported that the HCMC was preparing to reject the application. Binance withdrew the application preemptively on June 24, 2026, approximately one week after those reports emerged and six days before the hard July 1 deadline, rather than face a formal denial on the record. Binance's official statement indicated the withdrawal came 'after careful consideration of the status and the timeline of the process in Greece, with our users' interests at the center.' The company claimed it had engaged 'constructively and in good faith' with Greek authorities. According to multiple reports, these concerns centered on Binance's past legal challenges, particularly the $4.3 billion settlement with the U.S. Department of Justice in November 2023 for systemic anti-money laundering failures and sanctions violations. European watchdogs expressed reservations about the company's international corporate structure, which regulators reportedly found opaque and difficult to supervise. Additional concerns were raised about the continued influence of founder Changpeng Zhao, with one source citing Zhao's public comments in February 2026 in which he described himself as the exchange's ultimate beneficial owner, despite having formally resigned as CEO in 2023 as part of the DOJ settlement. Binance holds a pre-existing registration with France's financial regulator, the Autorite des Marches Financiers (AMF), as a digital asset service provider, a credential predating MiCA that could theoretically streamline the review process. However, pursuing France as an alternative carries significant complications. French prosecutors opened a criminal judicial probe into Binance in 2023, expanded by 2025, on allegations including aggravated money laundering, laundering of proceeds from tax fraud and drug trafficking, and the alleged illegal provision of crypto trading services before receiving proper AMF authorization. The investigation spans activities alleged to have occurred between 2019 and 2024. Binance denied all allegations, calling them 'outdated.' The French National Jurisdiction for the Fight against Organized Crime (JUNALCO) is conducting the investigation. In November 2023, Binance agreed to pay $4.3 billion to settle criminal charges brought by the U.S. Department of Justice, the Commodity Futures Trading Commission (CFTC), and the Financial Crimes Enforcement Network (FinCEN). The charges included conspiracy to violate the Bank Secrecy Act by failing to implement an effective anti-money laundering program, conducting an unlicensed money services business, and willful violation of U.S. economic sanctions laws by facilitating transactions involving users in Iran, Cuba, Syria, and other sanctioned jurisdictions. Founder and then-CEO Changpeng Zhao personally pleaded guilty to failing to implement proper oversight and was sentenced in April 2024 to four months in prison, the minimum requested by defense counsel. The settlement installed a five-year independent compliance monitor with full access to Binance's books, compliance systems, and transaction data. In October 2025, President Donald Trump pardoned Zhao, a decision that drew significant criticism given financial ties between Binance and Trump family crypto business ventures, including Binance's alleged involvement in developing code for USD1, a stablecoin associated with World Liberty Financial, a Trump family entity. Several of those internal investigators, who reportedly held leadership roles including positions overseeing sanctions evasion and counter-terror financing, were subsequently fired by Binance. Binance denied that the employees were dismissed for raising compliance concerns, stating they were let go 'after an internal review found breaches of company data-protection and confidentiality guidelines.' The company also stated that 'following internal review, and based on the advice of qualified legal counsel, we found no evidence that Binance violated applicable sanctions laws in connection with the activity referenced.' The collapse of the Greece application, combined with an active criminal probe in France, leaves Binance without a clear near-term path to EU authorization. Regulatory bodies in Ireland and Latvia have also reportedly expressed reservations, narrowing the set of EU member states likely to approve the application.
