Verify a decision

Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.

How verification works

  1. We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction.
  2. We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
  3. You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>

Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

The petition was filed in New York state court and names QCX LLC — the domestic operating entity of the Polymarket prediction market platform — as defendant. No individual officers or founders were named as defendants in the state action. The lawsuit characterizes Polymarket's prediction market products as gambling under New York law, alleging the company launched and operated in New York without obtaining a license from the New York State Gaming Commission. New York seeks a permanent injunction barring the company from operating an unlicensed gambling business in the state, forfeiture of all alleged illegal gains, restitution to affected users, and fines equal to three times the company's alleged illegal gains — with the total claim estimated at at least $4.6 billion according to reporting by Front Office Sports. First, it asserts that Polymarket's prediction markets constitute gambling under New York law because they allow users to wager money on the outcome of events outside their control and collect a payout if their prediction is correct — the definitional elements of gambling under state statute. Second, the petition alleges the company operated without a gaming license from the New York State Gaming Commission and thereby evaded the tax obligations and consumer protection requirements imposed on licensed gambling operators. Third, it alleges that Polymarket permitted users aged 18 through 20 to open accounts and place wagers, in violation of New York's legal gambling age of 21. Fourth, the petition alleges that the platform exposed New Yorkers to the harms associated with problem gambling — including mental health and financial risks — without the safeguards required of licensed operators. The countersuit seeks a declaratory judgment and an injunction blocking the state from enforcing its gambling laws against Polymarket. Polymarket's central legal argument is federal preemption: the company contends that because it operates as a federally registered Designated Contract Market (DCM) under the Commodity Exchange Act (CEA), the CFTC holds exclusive regulatory jurisdiction and state-level gambling laws cannot apply. Polymarket also moved to transfer the state court petition to federal court so the preemption defense could be adjudicated in a single forum. Polymarket Chief Legal Officer Neal Kumar publicly stated that the lawsuit was 'disappointing' and characterized it as a recycled enforcement approach mirroring the AG's earlier action against rival platform Kalshi. Kumar emphasized that Polymarket was 'founded in a tiny NYC apartment' and employs more than 350 people in the state, and said the company would 'fight for our users.' As of the information available through October 2026, no court had ruled on the preemption question or the injunction request in the Polymarket-specific case.","heading":"Polymarket's Federal Countersuit and Legal Defense","severity":"high","sources":[{"credibility":1,"name":"Polymarket Sues New York Attorney General to Block Regulation of Its Prediction Market — US News / Reuters","type":"news_article","url":"https://www.usnews.com/news/top-news/articles/2026-09-24/polymarket-sues-new-york-attorney-general-to-block-regulation-of-its-prediction-market"},{"credibility":2,"name":"New York, Polymarket file dueling lawsuits — Al Jazeera","type":"news_article","url":"https://www.aljazeera.com/economy/2026/9/24/new-york-sues-polymarket-over-allegations-of-illegal-gambling-operations"},{"credibility":1,"name":"Polymarket countersues New York state — CNBC","type":"news_article","url":"https://www.cnbc.com/2026/09/24/new-york-sues-polymarket-us-two-months-after-filing-suit-against-kalshi-.html"},{"credibility":2,"name":"New York Sues Polymarket as Fight Over Who Regulates Prediction Markets Intensifies — Law Commentary","type":"news_article","url":"https://www.lawcommentary.com/articles/new-york-sues-polymarket-prediction-markets-gambling-cftc-preemption"}]},{"content":"Polymarket was founded in June 2020 by Shayne Coplan. In January 2022, the CFTC settled charges against the company — finding it had operated as an unregistered facility for trading event-based binary options contracts — and imposed a $1.4 million civil penalty and a cease-and-desist order requiring Polymarket to wind down non-compliant markets and stop serving U.S. users. Following the settlement, Polymarket operated exclusively for non-U.S. users and grew into the world's largest prediction market platform, reporting over $3 billion in monthly trading volume by October 2025. In November 2025, the CFTC issued an amended designation order granting Polymarket status as a Designated Contract Market under the Commodity Exchange Act — formally clearing the company to re-enter the U.S. market. On December 3, 2025, Polymarket relaunched for U.S. users, initially focusing on sports-event contracts including NFL, NBA, and UFC markets. The September 2026 state lawsuit targets this post-relaunch U.S. operation, which Polymarket argues is now federally compliant.","heading":"Regulatory Background: Polymarket's CFTC History and US Relaunch","severity":"medium","sources":[{"credibility":2,"name":"Polymarket Launches App With CFTC Green Light in U.S. Return — CoinDesk","type":"news_article","url":"https://www.coindesk.com/markets/2025/12/03/polymarket-launches-app-with-cftc-green-light-in-u-s-return"},{"credibility":2,"name":"Polymarket Returns to U.S. Users After a Nearly 3-Year Hiatus — Reason","type":"news_article","url":"https://reason.com/2026/01/04/the-return-of-polymarket/"},{"credibility":2,"name":"Polymarket Receives CFTC Approval to Resume US Operations — The Bulldog Law","type":"news_article","url":"https://www.thebulldog.law/polymarket-receives-cftc-approval-to-resume-us-operations-after-years-offshore"}]},{"content":"The Polymarket lawsuit is the fourth prediction-market enforcement action brought by AG James in 2026. In July 2026, James sued Kalshi — a competing CFTC-registered prediction market — in a $36 billion civil action making substantively identical allegations. U.S. District Judge Analisa Torres denied Kalshi's motion for a preliminary injunction in that case, ruling that New York's gambling laws are not preempted by the Commodity Exchange Act. On August 28, 2026, the Ninth Circuit Court of Appeals issued a 3-0 ruling against Kalshi — holding that sports event contracts are not 'swaps' under the CEA and that federal law does not preempt state gambling regulation — creating a confirmed circuit split with the Third Circuit, which had previously sided with federal preemption in a New Jersey case. The CFTC separately intervened, asserting emergency authority and ordering Kalshi to continue operating in New York despite the state lawsuit. By the time New York filed against Polymarket in late September 2026, New York had joined Missouri and Connecticut in active state enforcement actions against CFTC-registered prediction-market platforms. A coalition of 44 state attorneys general had also urged the CFTC to withdraw its proposed prediction-market rule. Legal observers have noted the widening circuit split makes Supreme Court review of the preemption question increasingly likely. The outcome of the Polymarket and Kalshi cases is expected to define the regulatory framework for the entire prediction market industry.","heading":"The Broader CFTC–State Regulatory Conflict","severity":"high","sources":[{"credibility":2,"name":"CFTC orders Kalshi to continue offering prediction markets in New York — CoinDesk","type":"news_article","url":"https://www.coindesk.com/policy/2026/08/11/cftc-orders-kalshi-to-continue-offering-prediction-markets-in-new-york-after-state-lawsuit"},{"credibility":2,"name":"Kalshi loses bid to stop New York from regulating prediction markets — Courthouse News","type":"news_article","url":"https://www.courthousenews.com/kalshi-loses-bid-to-stop-new-york-from-regulating-prediction-markets/"},{"credibility":2,"name":"New York continues to fight prediction markets with a lawsuit against Polymarket — Engadget","type":"news_article","url":"https://www.engadget.com/2268006/new-york-continues-to-fight-prediction-markets-with-a-lawsuit-against-polymarket/"},{"credibility":2,"name":"CFTC vs. New York: the prediction market emergency that could redraw federal-state crypto boundaries — Crypto News","type":"news_article","url":"https://crypto.news/cftc-new-york-prediction-market-emergency-federal-state-crypto-boundaries/"},{"credibility":2,"name":"Prediction Markets Legal Timeline 2026: States, Courts & Federal Regulation — RotoWire","type":"news_article","url":"https://www.rotowire.com/prediction-markets/legal-timeline"},{"credibility":1,"name":"New York sues prediction market Kalshi alleging it's an illegal gambling operation — CNN","type":"news_article","url":"https://www.cnn.com/2026/07/31/politics/new-york-sues-kalshi-prediction-market"}]},{"content":"Polymarket was founded by Shayne Coplan, who is the CEO.
