Verify a decision

Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.

How verification works

  1. We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction.
  2. We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
  3. You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>

Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

Between 2014 and 2017 the scheme is alleged to have collected approximately 40 billion yuan (reported as roughly £4.2 billion or $5.6-5.9 billion, with reporting noting the UK Crown Prosecution Service estimated direct financial losses of about £600 million). More than 80 people were reportedly convicted in China in connection with the fraud, though dates for those convictions were not specified in available reporting. She is alleged to have lived lavishly in the UK, including renting a Hampstead mansion reported at over £17,000 per month, and attempting, with the help of her personal assistant Jian Wen, to purchase London properties worth several million pounds each; these purchases were blocked by anti-money-laundering checks, which in turn triggered a Metropolitan Police investigation beginning around September 2018. Jian Wen, a former Chinese takeaway worker from Leeds who acted as Qian's assistant and interpreter, was convicted by a London jury of one count of money laundering (the jury could not reach a verdict on two further counts, and prosecutors did not pursue a retrial); reporting gives her sentence as between roughly six years eight months and nearly seven years, with a further term reportedly imposed for non-payment of a compensation order exceeding £3 million. She was sentenced on 11 November 2025 by Judge Sally-Ann Hales to 11 years and 8 months' imprisonment; the sentencing judge reportedly described her as the architect of the offending. Her co-defendant, Malaysian national Seng Hok Ling, who prosecutors said helped launder the cryptocurrency, was sentenced at the same hearing to 4 years and 11 months. The Metropolitan Police described the case as involving the largest single cryptocurrency seizure by UK law enforcement, with more than 61,000 bitcoin recovered; contemporaneous valuations at the time of sentencing ranged from roughly £5 billion to $6.4 billion, and later reporting (2026) placed the value as high as $6-7.5 billion amid bitcoin price appreciation.","heading":"Arrest, guilty plea and sentencing","severity":"critical","sources":[{"credibility":1,"name":"Chinese fraud mastermind jailed in UK for laundering bitcoin","type":"news_article","url":"https://www.bnnbloomberg.ca/markets/crypto/2025/11/11/chinese-fraud-mastermind-jailed-in-uk-for-laundering-bitcoin/"},{"credibility":1,"name":"UK sentences Chinese scammer after record-breaking Bitcoin seizure","type":"news_article","url":"https://www.aljazeera.com/news/2025/11/12/uk-sentences-chinese-scammer-after-record-breaking-bitcoin-seizure"},{"credibility":2,"name":"UK court jails Chinese 'goddess of wealth' bitcoin fraudster for more than 11 years","type":"news_article","url":"https://www.newstalkzb.co.nz/news/world/uk-court-jails-chinese-goddess-of-wealth-bitcoin-fraudster-for-more-than-11-years/"},{"credibility":2,"name":"Qian Zhimin (criminal) — Wikipedia","type":"other","url":"https://en.wikipedia.org/wiki/Qian_Zhimin_(criminal)"}]},{"content":"Separate from the criminal case, the roughly 61,000 seized bitcoin have been the subject of ongoing civil recovery proceedings before the England and Wales High Court, under case reference DPP v Zhimin Qian and another (KB-2024-003157). Approximately 16,000 Chinese victims registered with the UK court process to assert claims to a share of the seized assets before a registration deadline reported as 22 May 2026; this represents under 13% of the more than 128,000 people alleged to have been defrauded by the original scheme. A central procedural dispute concerned how the large number of Chinese victims should be represented, with the presiding judge reportedly expressing concern about a proliferation of law firms separately representing different victim groups. On 12 October 2026, Mr Justice Turner ruled that Chinese law, rather than English law, governs the victims' ownership claims to the bitcoin, reasoning that the underlying investment agreements, payments, fraudulent representations and the original bitcoin purchases were overwhelmingly connected to China. Reporting on the ruling states this choice-of-law decision does not itself transfer the bitcoin to China or to victims, and does not resolve whether individual claimants hold enforceable property rights or how any recovery would be calculated; however, multiple outlets reported that if Chinese law applies, victims may be limited to recovering their original invested principal plus interest, rather than benefiting from bitcoin's substantial price appreciation since the fraud occurred. As of this writing, final adjudication of victims' entitlements and the disposition of the seized bitcoin remain pending before the court.","heading":"Civil recovery proceedings and victim compensation dispute","severity":"high","sources":[{"credibility":2,"name":"UK Court Rules Chinese Law to Apply in 61,000 BTC Ownership Dispute","type":"news_article","url":"https://www.kucoin.com/news/flash/uk-court-rules-chinese-law-to-apply-in-61-000-btc-ownership-dispute"},{"credibility":1,"name":"UK court advances Chinese victims' claims to $3.8 billion bitcoin","type":"news_article","url":"https://www.caixinglobal.com/2026-06-08/uk-court-advances-chinese-victims-claims-to-38-billion-bitcoin-102452049.html"},{"credibility":1,"name":"UK court weighs fate of 61,000 bitcoins seized in massive Chinese fraud","type":"news_article","url":"https://www.caixinglobal.com/2026-07-13/uk-court-weighs-fate-of-61000-bitcoins-seized-in-massive-chinese-fraud-102463742.html"},{"credibility":2,"name":"UK High Court Rules Chinese Law Applies to 61,000 Bitcoin Recovery in Qian Zhimin Case","type":"news_article","url":"https://phemex.com/news/article/uk-high-court-rules-chinese-law-applies-to-61000-bitcoin-recovery-in-qian-zhimin-case-99601"},{"credibility":1,"name":"Commentary: Why UK court warily eyes legal costs in bitcoin seizure","type":"news_article","url":"https://www.caixinglobal.com/2026-02-12/commentary-why-uk-court-warily-eyes-legal-costs-in-bitcoin-seizure-102414026.html"}]},{"content":"Reporting across outlets shows material inconsistencies that have not been fully reconciled in available sourcing: estimates of total funds defrauded range between roughly £4.2 billion and $5.9 billion; estimates of the bitcoin cache's value have ranged from about £5 billion at the time of seizure to $6.4-7.5 billion as bitcoin's price rose through 2026; and Qian's age and some case details are reported inconsistently across outlets.
