Verify a decision
Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.
How verification works
- We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (
payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction. - We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
- You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is
AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

The operation's foundational legal instrument is Executive Order 13902, which authorizes blocking sanctions against persons operating in or providing material support to specified sectors of the Iranian economy. For the first time under EO 13902, Treasury issued a sectoral determination naming digital assets as a sanctionable sector of the Iranian economy. This determination grants OFAC authority to sanction any foreign person — not just U.S. persons — who operates in or provides support to Iran's digital asset sector, significantly extending secondary sanctions exposure to non-U.S. crypto firms. Four other sectoral determinations were issued simultaneously covering aviation, gold, shipping, and technology, complementing the previously designated construction, mining, manufacturing, textiles, financial, petroleum, and petrochemical sectors. Treasury also indefinitely suspended five general licenses — covering educational exchanges, personal remittances, conference-related services, sports exchanges, and academic programs involving Iran — with a wind-down window through September 8, 2026 under General License BB. Legal authority was also drawn from Section 311 of the USA PATRIOT Act (via a proposed rule against Banque Misr announced August 28, 2026) and CISADA, which restricts foreign financial institutions' access to U.S. correspondent banking.","heading":"Overview and Legal Authority","severity":"critical","sources":[{"credibility":1,"name":"Operation Economic Outcast Disrupts Digital Asset Exchange Enabling the Iranian Regime — U.S. Department of the Treasury","type":"regulatory","url":"https://home.treasury.gov/news/press-releases/sb0632"},{"credibility":2,"name":"Treasury Issues Additional Iran-Related Sanctions, Suspends General Licenses — Paul Hastings LLP","type":"other","url":"https://www.paulhastings.com/insights/client-alerts/treasury-issues-additional-iran-related-sanctions-suspends-general-licenses-and-pledges-additional-action-under-operation-economic-outcast"},{"credibility":2,"name":"Operation Economic Outcast: Treasury Sanctions Nearly 60 Iran-linked Targets — TRM Labs","type":"research","url":"https://www.trmlabs.com/resources/blog/operation-economic-outcast-treasury-sanctions-nearly-60-iran-linked-targets-and-names-digital-assets-a-sanctionable-sector"}]},{"content":"The August 24, 2026 OFAC action under Operation Economic Outcast designated nearly 60 entities, individuals, and vessels in a single action. Those individuals — including Keyvan Fayaz (online aliases: Achilles, The Joker, bc.monster) and Behzad Mesri — were charged in connection with the Mabna Institute cyber-intrusion campaign. OFAC designated 30 cryptocurrency addresses across Bitcoin, Ethereum, and TRON belonging to four of the defendants. According to OFAC, the designated addresses received approximately $16.8 million in total funds; $15.5 million (92% of the network's on-chain volume) was concentrated in Fayaz's ten addresses. The residual balance across designated wallets at the time of designation was approximately $202,662. The defendants are all alleged members or associates of the Mabna Institute, an Iran-based company. The indictment alleges the defendants breached 144 U.S. universities and 178 foreign universities, compromising approximately 8,000 professor email accounts and stealing more than 31 terabytes of academic data. Additional targets allegedly included at least 42 U.S. private-sector companies, at least 11 foreign companies, at least five U.S. federal and state government agencies, and at least two nongovernmental organizations. The defendants allegedly operated theft websites Megapaper.ir and Gigapaper.ir to monetize stolen academic credentials. Defendant Behzad Mesri was separately charged in connection with a 2017 hack of HBO, in which prosecutors allege he attempted to extort the company for approximately $6 million worth of Bitcoin. No convictions have been entered; all charges represent accusations not findings of guilt. Maximum penalties range from 5 to 20 years per count. According to OFAC, the four exchanges had collectively processed at least $40 billion in cryptoasset transactions. Nobitex, described by Treasury as Iran's largest digital asset exchange, was alleged to account for more than 50% of all Iranian digital asset inflows in 2025 and served an estimated 11 million users. Wallex was identified as the second-largest by volume, allegedly receiving about 12% of Iranian crypto inflows. Bitpin received approximately 10% of inflows. Ramzinex, founded in Tehran in 2018, allegedly processed more than $2.45 billion in transactions including activity tied to the IRGC and a government-backed financial institution. Four individuals were also designated: Nobitex chairman and co-founder Amir Hossein Rad, current CEO Seyed Ali Khoee, and co-founders Ali Aghamir and Mohammad Aghamir, whom OFAC alleged belonged to Supreme Leader Khamenei's inner circle. According to Treasury, the IRGC sent over $1 million to Shelbit Exchange addresses, and over $2 million was transferred from Shelbit to IRGC addresses. Kayvanpour's addresses allegedly sent over $2 million to the previously designated Nobitex exchange. Unlike prior entity-specific designations, the sectoral determination enables OFAC to sanction any foreign person — including non-U.S. crypto exchanges, wallet providers, stablecoin issuers, and protocol developers — for operating in or materially supporting Iran's digital asset sector, regardless of direct U.S. nexus. U.S. persons are prohibited from all transactions with all designated exchanges, and any blocked property must be reported to OFAC. Non-U.S. firms face secondary sanctions risk that could result in loss of access to U.S. correspondent banking under CISADA and related authorities. The suspension of five general licenses eliminated authorizations that had previously permitted limited categories of transactions with Iran, including noncommercial personal remittances and academic exchanges. Industry compliance firms including TRM Labs, Elliptic, Chainalysis, and Scorechain published guidance noting that the combined June–September 2026 designations covered exchanges representing roughly 78% of Iran's attributed 2025 crypto volume ($7.7 billion of $9.9 billion). International coordination was noted: the operation involved engagement with EU, UK, and Gulf partners.","heading":"Compliance and Secondary Sanctions
