Verify a decision

Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.

How verification works

  1. We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction.
  2. We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
  3. You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>

Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

The Strike Force itself was established in November 2025 by U.S. Attorney Jeanine Ferris Pirro of the District of Columbia, in response to the escalating threat posed by Chinese organized crime syndicates operating large-scale fraud compounds primarily in Southeast Asia. The operation represented a novel enforcement strategy: rather than pursuing individual scammers — many of whom operate from countries with limited U.S. extradition reach — the Strike Force targeted the American and international technology infrastructure that enabled the fraud, including social media platforms, satellite internet services, and cloud hosting providers. On the government side, participating U.S. agencies included the FBI, the U.S. Secret Service, Immigration and Customs Enforcement Homeland Security Investigations (ICE-HSI), the U.S. Postal Inspection Service, and IRS Criminal Investigation. International law enforcement partners included the Australian Federal Police, the Canadian Anti-Fraud Centre, the New Zealand Police, the Royal Thai Police, and the U.K. National Crime Agency. Private sector participants included Apple, Coinbase, Google, Meta, Microsoft, and SpaceX/Starlink. Threat intelligence and blockchain analytics firms Silent Push, TRM Labs, and Zenlayer also contributed. Coinbase alone voluntarily froze more than $3 million in cryptocurrency linked to scam operations, out of the $3.8 million total frozen across all private partners. Meta disrupted more than 1.4 million Facebook and Instagram accounts, pages, and groups. SpaceX interrupted thousands of Starlink kits that had been installed in scam compounds to provide reliable satellite internet connectivity for fraud operations. Microsoft disabled approximately 20,000 accounts connected to the criminal networks.","heading":"Participating Organizations","severity":"low","sources":[{"credibility":1,"name":"DOJ Office of Public Affairs — Scam Center Strike Force Announces Results of Disruption Week","type":"regulatory","url":"https://www.justice.gov/opa/pr/scam-center-strike-force-announces-results-us-private-industry-disruption-week"},{"credibility":2,"name":"The Hacker News — DoJ Disrupts Southeast Asia Crypto Fraud Networks, Freezes $3.8 Million in Assets","type":"news_article","url":"https://thehackernews.com/2026/06/doj-disrupts-southeast-asia-crypto.html"},{"credibility":2,"name":"Bitcoin.com News — Apple, Meta, SpaceX and Coinbase Join DOJ Operation","type":"news_article","url":"https://news.bitcoin.com/apple-meta-spacex-and-coinbase-join-doj-operation-shutting-down-1-4-million-scam-accounts/"}]},{"content":"The operation targeted transnational criminal organizations operating large-scale fraud compounds in Southeast Asia, principally in Cambodia, Laos, Burma (Myanmar), and Thailand. These compounds conduct what is commonly called 'pig butchering' fraud — a patient, confidence-based cryptocurrency investment scam in which perpetrators cultivate trust with victims over extended periods, often posing as romantic interests, investment mentors, or new acquaintances, before directing victims to fraudulent investment platforms that simulate returns until a final exit theft. Workers inside many of these compounds are themselves victims of human trafficking, held under armed guard and compelled under threat of violence and torture to operate fraud scripts targeting Americans and other nationals. U.S. Attorney Pirro stated that the fraud is 'devastating Main Street Americans, wiping out life savings and preying on some of our most vulnerable citizens.' In some Southeast Asian nations, revenue from scam compound operations has been estimated to comprise a significant fraction of GDP. The FBI's Operation Level Up, an ongoing victim notification initiative established in January 2024, had by March 2026 notified 8,935 victims, 77% of whom were unaware they were being scammed, and estimated it had prevented $562.7 million in additional losses. Ninety-three victims contacted through Operation Level Up were referred to an FBI victim specialist for suicide intervention.","heading":"Targets: Southeast Asian Scam Compounds and Pig Butchering Fraud","severity":"critical","sources":[{"credibility":1,"name":"DOJ — Scam Center Strike Force Takes Major Actions Against Southeast Asian Scam Centers","type":"regulatory","url":"https://www.justice.gov/opa/pr/scam-center-strike-force-takes-major-actions-against-southeast-asian-scam-centers-targeting"},{"credibility":1,"name":"IRS Criminal Investigation — DC Scam Center Strike Force Seizures Top $580 Million","type":"regulatory","url":"https://www.irs.gov/compliance/criminal-investigation/dc-scam-center-strike-force-seizures-of-cryptocurrency-from-chinese-transnational-criminals-tops-580-million"},{"credibility":2,"name":"The Hacker News — DoJ Disrupts Southeast Asia Crypto Fraud Networks","type":"news_article","url":"https://thehackernews.com/2026/06/doj-disrupts-southeast-asia-crypto.html"}]},{"content":"Among the most significant pre-Disruption Week actions associated with the Strike Force was the unsealing of criminal complaints against two Chinese nationals in connection with operations at the Shunda compound in Min Let Pan, Burma. Huang Xingshan (also known as 'Ah Zhe' and 'Huang Xing Saan') is alleged to have served as a high-level manager and enforcer at Shunda, personally participating in the physical punishment of trafficked workers. Jiang Wen Jie (also known as 'Jiang Nan') is alleged to have served as a team leader directly supervising workers who specifically targeted American victims; a single victim under Jiang's alleged supervision was defrauded of more than $3 million. The Shunda compound operated from approximately January 2025 until November 2025, when it was seized by the Karen National Liberation Army. Huang and Jiang are alleged to have subsequently relocated to a compound in Cambodia to continue fraud operations, before being arrested on immigration charges by Thai law enforcement in early 2026. In a related May 4, 2026 multinational operation, the FBI, Dubai Police, and Chinese Ministry of Public Security coordinated to arrest 276 individuals and dismantle nine scam centers, seizing $701 million in cryptocurrency. Prior enforcement approaches focused primarily on seizing assets and pursuing individual defendants through extradition — a strategy hampered by geopolitical constraints in Burma, Cambodia, and Laos. The new approach targets the enabling infrastructure: social media accounts, satellite internet access, domain registrations, and hosted services. Analysts and law enforcement officials have noted that this infrastructure-focused model allows for faster disruption at scale, even without arrests. However, the $3.8 million frozen during Disruption Week represents a small fraction of the billions lost annually; the structural conditions enabling scam centers — political instability in border regions, complicit local authorities, and high-demand for fraudulent crypto investment platforms — remain largely unaddressed. The extent to which the disrupted accounts and infrastructure can be rapidly reconstituted by criminal networks is a documented concern in prior enforcement actions against similar operations.","heading":"Context and Assessment","severity":"medium","sources":[{"credibility":1,"name":"DOJ Office of Public Affairs — Scam Center Strike Force Announces Results of Disruption
