Verify a decision

Every moderation decision on AVOID.NET is anchored to the Solana blockchain. You don't have to trust us — you can verify cryptographically that we committed to a verdict at a specific moment and have not rewritten it.

How verification works

  1. We commit. When a moderator accepts/rejects a submission, we serialize the decision into deterministic UTF-8 bytes (payload_canonical_string), hash it with SHA-256, encode the digest as base58, and write it to Solana inside an SPL Memo v2 transaction.
  2. We store the bytes. The exact bytes we hashed are stored alongside the decision in our database. Anyone can read them and recompute the hash in any language.
  3. You compare three values. Database hash, your independently-recomputed hash, and the hash inside the on-chain memo. If all three match, the decision is authentic and timestamped.
The on-chain memo format is AVOID.NET|v1|h:<b58-sha256>|d:<id>|t:<iso>

Find a signature on any investigation page's decision log, or run python -m src.verify_decision --signature <sig> for a CLI check.

This marks the first application of Regulation 17A of the Russia (Sanctions) (EU Exit) Regulations 2019 to a major global cryptocurrency exchange — a legal instrument previously reserved for sanctioned banks. Under the designation, UK financial institutions and virtual asset service providers are prohibited from maintaining correspondent relationships with HTX or processing payments tied to it. UK-regulated crypto firms are also required to freeze any funds connected to the designated entity and trace blockchain transactions through multiple transaction hops. The FCDO alleged HTX made available 'funds, economic resources, goods or technology to individuals and entities in the Russian financial sector.' UK authorities specifically cited the exchange's alleged provision of services to A7 LLC, which issues the A7A5 ruble-pegged stablecoin, and to Garantex, a Russian cryptocurrency exchange previously sanctioned by Western governments. According to Elliptic, HTX 'provided services to both the A7 payments network and Garantex.' Detailed figures include $1.95 billion to Garantex in 2022 and $1.18 billion to Garantex in 2023, a period during which Garantex's alleged wind-down was supposed to be in effect. Following the disruption of Garantex on March 7, 2025, HTX's flows to successor exchanges accelerated significantly. Monthly flow rates rose 43%, from approximately $60 million to $86 million per month. Flows to successor exchanges — including Rapira, Aifory Pro, Grinex.io, ABCex, A7, and A7A5 — grew more than tenfold: from $111 million across 26 months pre-takedown to $1.13 billion across 14 months post-takedown. HTX flows to the A7 network alone reached $838 million in 2025, representing a 193-fold increase from $4.3 million prior to the Garantex disruption. Chainalysis separately documented that HTX served as a primary trading hub for the A7A5 ruble-backed stablecoin, which generated $93 billion in trading volume within its first year of operation. The A7 network as a whole claims to have moved over $90 billion into Russia's economy — a figure representing more than half of Russia's annual military budget estimate at the time. However, following our rigorous internal due diligence and compliance review processes, their application was explicitly rejected.' A7 LLC executive Oleg Ogienko separately claimed that all major centralized exchanges rejected the A7A5 listing application out of fear of secondary sanctions, and that A7A5 instead operates on decentralized finance infrastructure. However, TRM Labs on-chain data documenting $838 million in 2025 flows from HTX to the A7 network has not been refuted with contrary evidence by HTX. On the question of legal entity separation, HTX representative Molly argued that 'same brand doesn't mean same legal entity,' contending that Huobi Global S.A. — the designated Panama-registered entity — is structurally and operationally distinct from the online HTX exchange. HTX stated all global operations remain unaffected and all user funds are accessible. The exchange attributed market disruptions following the designation to blockchain analytics firms applying blanket high-risk labels to HTX addresses. Bitget updated its sanctions screening systems, noting that transactions involving designated entities could face rejection, restrictions, or account termination. Bybit warned that deposits or withdrawals involving HTX-linked addresses will undergo enhanced anti-money laundering and risk-control checks. UK virtual asset service providers are legally required under the designation to freeze funds connected to the designated entity and trace blockchain transactions through multiple hops to identify indirect exposure. The designation also prohibits UK financial firms from maintaining correspondent banking relationships with HTX. HTX reported approximately $3.3 trillion in trading volume during 2025, meaning the compliance exposure extends to a large global user base. The FCA announced the action publicly on February 10, 2026. This was the FCA's first enforcement action against an offshore cryptoasset exchange for breach of the UK financial promotions regime. The FCA alleged that HTX published financial promotions on its website and across social media platforms — including TikTok, X, Facebook, Instagram, and YouTube — targeting UK consumers without FCA authorisation or an approved promoter, in violation of Section 21(1) of the Financial Services and Markets Act 2000 (FSMA). Cryptoasset financial promotion rules came into effect on October 8, 2023, making non-compliant advertising a criminal offence. The FCA stated that 'HTX's conduct stands in stark contrast to the majority of firms working to comply with the FCA's regime.' The regulator requested the removal of HTX's applications from the Google Play and Apple App Stores for UK consumers, and sought to block HTX's UK social media accounts. On May 26, 2026, the UK Foreign, Commonwealth and Development Office designated Huobi Global S.A. — the Panama-registered legal entity behind the exchange — under Regulation 17A of the Russia (Sanctions) (EU Exit) Regulations 2019, making HTX the first major global crypto exchange to receive banking-style sanctions from UK authorities. Blockchain analytics firms TRM Labs and Elliptic documented over $4.9 billion in direct flows from HTX to sanctioned Russia-linked entities since 2021, and UK authorities allege the platform channeled over $1.5 billion to Russia through connections to previously sanctioned entities Garantex and the A7 payments network.","timeline":[{"date":"2013-05-15","event":"Leon Li acquires huobi.com domain;
